Stream gets behind watching live video

I am stuck on a reasonably slow DSL line (though it should be fine for a 5fps 720p video stream). When I try to watch live video remotely, the video runs at slower than real-time maybe losing 1 second per 5 seconds). This means I need to restart the video feed if I want to see a current view. I'm trying to find any settings that would let me keep a live view even if frames need to be dropped to have that happen. I have limited the input feed to 128kbps, 720p, 5fps (and I can easily stream 4 feeds at with that setting if I directly connect to the cameras via h.264). But using ZoneMinder, I can't even stream a single feed without it getting out of sync. using low-bandwidth/JPEG). Are there any options that will either help reduce the bandwidth or or drop frames so that when watching a monitor, it actually shows up in real time?

Have you tried reducing the framerate further? For security video you shouldn't really need more than 3 FPS or so. Also, is the camera wired or wireless? If wireless, you can try moving the router so as to improve the signal.
