Everythign working great other than video dl and export

Hello I upgraded my Ubuntu Server to 20.4 and did a clean install of zoneminder 1.36.7 from the repo. Everything appears fully functional other than the video download and video export. When I try to export or view with either .zip or tar it says it succeeds and a zip or tar file is generated however it is missing the video. For instance it will say the size generated should be 54.59MB but the actual size is 95.2KB.

OPT_FFMPEG enabled (tried toggling it back and forth and saving)
PATH_FFMPEG = /usr/bin/ffmpeg

$which ffmpeg
/usr/bin/ffmpeg

Strangely even when turning on debug info, setting it to '9' and then restarting I am not seeing anything which seems relevant to generating the export at all? I even disabled all my monitors so that it would reduce extraneous information. How may I debug this further?

All I did here was restart zoneminder and try to download a video of an event. Interestingly I see absolutely nothing in the log about this?

I do see some errors which seem related to the montage view which I usually keep running. Though the errors are troubling they aren't constant and everything seems to be working there.

But at least this is more info. I will try to set everything to DEBUG and log level 9 for all components and try again.
