I have tested the following Zoneminder master latest releases with Ubuntu focal & Ubuntu bionic

1. 1.37.18~20220714175957-focal with MSMTP & php7.4 , MariaDB Server 10.3.34 ------USB camera monitor can be created without any problem and working nicely.

2. 1.37.18~20220714175957-bionic with MSMTP & .php7.2 , Mysql5.7 -----USB camera monitor can't be created.
No errors were found in the logs. The buttons below the General tab are not functioning in the monitor panel

I have tested Zoneminder-master latest 1.37.19~20220810103212-bionic latest release and found that the USB monitor can be created.
