zoneminder : Depends: libswscale5 but it is not installable
Depends: libswresample3 but it is not installable

Yeah dependencies for bionic are screwed up. Problem with PPA is that I can't change the source while keeping the same version. So I'll have to release 1.36.16 soon.
You could pull those dependencies from either an older or newer ubuntu. It's a hack job for sure.
