How to prevent /dev/shm from filling up when a camera is unreachable?

This is the current situation:
tmpfs 14G 9,0G 5,1G 64% /dev/shm
If one of the 13 IP cameras becomes unreachable for any reason, zoneminder fills /dev/shm for no apparent reason.
When the /dev/shm reaches 100% zoneminder starts to fail to access other ip cameras and the system becomes unstable.
If I manually deactivate the off / dead camera, the system becomes stable again. In this case the space occupied on /dev/shm settles on higher percentages than normal.
To get everything back to normal, zoneminder must be restarted.
Can this behavior be defined as an unsolved bug?
