Max FPS for IP cameras

How about adding support for the image processing thread to drop frames from mpeg streams. Set on a per-camera basis.
This could be a percentage, so for a system that is receiving 20 fps, you could set the processing to drop 75% of the frames, freeing up lots of cpu usage, then if/when an alarm happens, process all the frames like normal.
