No display when selecting a camera

Setting up a new 1.27.99 server on Ubuntu 14.04 server. This server will be in addition to the offsite 1.25 server I have running that works normally. Both servers connect to the same cameras.
One the 1.25 server I can select a camera, and it will show the feed from that camera without a problem. It just takes a moment as it is offsite. On the onsite 1.27 server, the cameras are configured identically to the other server, I select a camera and I get the pop-up window for it, but there is just the icon that it cannot find the image.
It does not matter what system I try, the results are the same. 1.25 works fine, 1.27 does not. I also confirmed that I can reach the cameras web GUI and get a current feed. I am unsure what I am missing for the 1.27 setup.

Did you enable cgi in Apache2?
