I was able to get RLC1212A working in ZoneMinder 1.36.33. Some basic information is given below. RLC1212A is a bullet style camera with 12MP resolution, power over ethernet, f=4mm lens, infrared and color night vision, two way audio. Prior to adding camera in ZoneMinder, enable the RTSP stream in the camera's web interface and also set the desired resolution. I have been using 3840x2160 for the main stream.

Update on RLC-1212A. It turns out that the higher resolution main stream are h.265 encoded and not all browsers can support decoding. Firefox is not able to display the h.265 streams. I have set the main stream back to 2650x1440 which is h.264 encoded. This is used with camera passthrough so that ZM does not need to save images to JPEG.

The RLC-1212A has capability to support two-way audio as it has a microphone and speaker. Most likely you would need to use Reolink proprietary app or its NVR. I am not aware of how you could use the two way audio in ZoneMinder. You can configure the events to save both video and audio much like other cameras however.

Are you referring to CAMERA-identified events, or ZM-identfied events?
I see you are using ZoneMinder v1.36.33, and not the 1.37 dev version that I gather has different ways via ONVIF to do this?

Am having a client with ReoLink 1212A's ... Have set up a NVR appliance, zoneminder and AgentDVR (old iSpy) all separately.
Challenge was (1) Unable to connect to Reolink Cameras via Browser on http and https (2) Live Views - Jittery video as well as dropped frame catchups; recordings even worse than live view.
Hard Reset the cameras and was able to access them via browser again. ZoneMinder, NVR appliance and AgentDVR back to normal. Monitored for several hours on site. Was informed by the client within 48 hours that things were back to before being called out. Diagnostics indicates it's not the network.
When the Reolink cameras start misbehaving, there is network interference and it seems that the cameras (once misbehaving) are pumping out garbage onto the network and flooding it ... even the clients 100Mb internet connection drops to under 20Mb when tested from the LAN but tests at 100Mb directly from the router. Wireshark shows a packet storm on the network.
Once again factory reset the Reolink cameras and back to normal for several hours.
I am under the impression that there is possibly (1) A bug on the cameras causing a packet which may or may not directly be impacting the browser access (Browser says 'Connection refused' on both http and https access to Reolink cameras when they misbehave) and/or (2) The mobile device app is interfering with the camera config (in that it possibly overrides any setting changes made through the browser when accessible via browser)
After weeks of problems, have made a decision to not support Reolink Cameras nor will I ever sell or buy them as these problems have been reported on several forums since 2020 (HAve not bothered looking further back).
Just to note that the same network has three other makes of IP Cameras running which are 100% on all three NVR's (appliance and two software NVR's) when the Reolink cameras are disconnected or are behaving ... everything craps out when the Reolink cameras start misbehaving. The packet storm even seems to make it's way off the LAN over the WAN Breakout and saturated the breakout link when they misbehave.
Reolink support not providing any value.
