I've seen this and am working on a fix for 1.36.34. 1.37 series already has it.

Maybe try turning on/off Options->System->AUTH_HASH_IPS

Check that the time zone in ZoneMinder & the time zone of your OS are *exactly* the same... I had America/Eastern (GMT-5) in the OS & America/Detroit (also GMT-5) in ZoneMinder and had this exact same issue. Changed the OS to America/Detroit and it disappeared.
