I have a new install of Ubuntu server 22.04.1 LTS and Zoneminder v1.36.32, done the installs twice now.
I go to add a camera, in the "General" tab I can't select "Source", I can move around Options and change them for example timezone.

This tells me there is a javascript error somewhere stopping the rest of the javascript from working.
Check javascript console and view page source for weirdness.

switched from Chrome bowser to Edge and it works

We've seen that on upgrades, but you said it was a fresh install. Weird. You might find that chrome works if you clear your cache.
