1.36.15 for Debian

I see 1.36.15-bullseye1 listed here https://zmrepo.zoneminder.com/debian/release-1.36/ under Bullseye, but "sudo apt update" doesn't show any packages to update (currently on 1.36.14)

My apt sources file looks like:

deb https://zmrepo.zoneminder.com/debian/release-1.36 bullseye/
That's where I initially installed 1.36.14 with no problems.

The results of "sudo apt search zoneminder" yields:

Maybe it has to do with the dependencies similar to Bionic? viewtopic.php?p=126426#p126426

Nope, the amd64 package for Zoneminder 1.36.15 is not in the repo for bullseye. The armhf package is. It may take some time for it to show up. There is nothing wrong with your apt setup. I am runnung Bullseye on my home ZM server and am also waiting for 1.36.15...
