Montage layout shows vertical only

This has been working fine till recent update.

When I select 2 wide from layout and refresh, layout show freeform still and I see cameras vertical.
This occurs on every browser IE, Edge, Firefox, and Chrome.

During the update I did run data conversion. I also updated http config file with what was provided.

I have this version.

zoneminder-httpd-1.32.3-1.fc29.x86_64
zoneminder-common-1.32.3-1.fc29.x86_64
zoneminder-1.32.3-1.fc29.x86_64

Check for javascript errors. Right click -> inspect element -> console
