Mobile Skin Not Working

I am running a fully patched 1.32.3 vm install on Ubuntu 16.04.
When I access the site on my phone the mobile skin doesn’t work. Even if I add index.php?skin=mobile to the url there is no change.
I primarily use zmninja on my phone but periodically I need to access the web site and it is impossible to to now.
It used to work as expected and was very convenient especially when doing maintenance.
Ow can I confirm the skin (and others like flat) are properly installed?

You can't. The mobile skin has been deprecated. 1.29 was the last release that officially supported it. See this
In fact, in newer releases, you'll see this error in your logs:
