Event View menuBar2

Hello, Have a question where is the "menuBar2" contents in the event window generated. I have been looking though the source but have been unable to locate it. What I need to do is change the script that generates this view so that the Archive/un-archive option is displayed for all users no matter if they have view or edit rights. I still do not want users with View the ability to edit or delete events but they should be able to archive them if necessary.. If someone can point me in the correct direction for this file/script would be muchly appreciated.
