I just installed Zoneminder 1.30.4 on Linux Mint 18.3 (using http://zoneminder.readthedocs.io/en/lat ... untu-16-04) and when the machine initially boots up, my IP camera (IPCC-7210W) won't start and it just shows "Waiting for capture daemon" every second in the log file. As soon as I restart zoneminder, it comes up fine.
I've been using Zoneminder 1.30.0 for a long time (and previous versions also) with the same hardware and never had this problem.
I did recently reduce the frame rate coming from this camera from 25 FPS to 10 FPS (to resolve other issues).
Why would this occur only when the machine boots up?

Could there be some sort of race condition? What is the pre-condition for starting the capture daemon?

Changing the "Source type" on my camera from "Libvlc" to Ffmpeg" with a "Remote Method" of UDP corrected this problem.
Now, the "Waiting for capture daemon" only occurs about 6 times (6 seconds) before it finally goes to "In mode 3/1, warming up".
I have no idea why Libvlc was not allowing the capture daemon to connect.
