cannot get web ui to start

trying to install zoneminder 1.30 on centos 6.9 i can see that it is recording images but it isnt starting the webui.
can someone point me in the direction of what i am doing wrong or what i can look at next?
Log entries when it started attached.
I have watched and stopping and starting zoneminder removes and creates the sock file.
