what is the correct structure of /etc/zm?

what is the correct structure of /etc/zm?

Each time I update ZM 1.31.1 the file structure of /etc/zm looks like this:
/etc
/etc/zm
/etc/zm/zm.conf
/etc/zm/conf.d
/etc/zm/conf.d/zmcustom.conf

/etc/zm/conf.d/conf.d/zmcustom.conf
/etc/zm/conf.d/conf.d/README

there is another /conf.d nested in the /etc/zm/conf.d directory.....
Is this correct? In my system only the /etc/zm/conf.d/zmcustom.conf seems to have any effect.

OS -> Puppy Linux Tahr 6.0.6
ZM -> zoneminder_1.31.1~20170707122722-trusty_i386.deb

That certainly sounds like a goof. I'm not a dev, but I'd file a bug for that one...
