1.30 doesn't attach video but it's generated

I use the master PPA from iconnor on a Ubuntu 16.04 system and noticed after the recent update of 1.29.0-xenial-2016060101 (is 1.30) I noticed in my email event alerts I see the image attached but the video is a 0 byte attachment now. Below is my code for my email events, which hasn't changed:

If I navigate to the directory of the event I see video in mp4 format and it plays fine but it isn't getting attached fully to the email. Not sure if something changed in the master repository but wanted to report it as a quirk and maybe figure out how to fix it.
