I am trying to find a way to increase the FPS. The card states 5 FPS per channel, but I am only get 1 - 2, and it does not allow me to capture a persons face clearly. I might upgrade, but thought I would try to see if someone else has had success.

Sorry but your stuck with a low fps with that card and a really low resolution. At least I guess you are. That link does not work/item taken down.
My brother has 2 cards with 8 cameras. He is getting 0.6 fps. Thats about 1 frame every 2 seconds. All cameras are set to record continuous because motion detection is pointless at this frame rate.
My advice to you and my brother is to upgrade to IP cameras and dont buy the cheap chinese cameras. I.E. foscams and knockoffs. Find some Axis M3203(800x600) and M3204(1280x800) cameras on ebay for cheap. Last M3203 cameras I got new on ebay for $150 each. Thats a steal! Find a good POE switch or injectors. A switch would be cheaper but if you cant run cable to a switch then injectors will work. You can even make them wireless by using bridges but that just makes them more expensive. The Axis cameras dont do too well at night and dont have IR. Best thing is to have a motion flood light for these cameras if night surveillance is necessary. The FPS of the Axis cameras can be 30fps during the day but more likely 15fps. And 7fps during the night. I have set mine to 7fps all the time since thats about all you really need anyway unless your doing something special.

This will give you a good idea on the quality day vs night. And yes I need to clean the dome a little. Maybe even adjust the focus just a bit.

The Axis cameras I have are working just fine outdoors under the awning. One camera is mounted under some steps and gets a pool of water in the dome when it rains. Its been going strong for over 2 years now and they are not rated for outdoor use. I would not put them out in direct rain but as long as they are some what protected under an awning or something out of direct weather they should work great.
