I found an ubuntu ppa of zoneminder with a version of 1.28 (https://launchpad.net/~iconnor/+archive ... ld/6319712).
was 1.28 officially released? if it was will it work on 14.10 or 14.04. Where can I find the release note for this version?.

No, it has not been released.
iconnor is likely working ahead so that, when 1.28 is officially released, the amount of work he has to do is minimal.
