Image corruption on zoneminder foscam fi9821w ffmpeg stream

I configured foscam to use the ffmpeg stream available form the foscam fi9821w. It seemed to work great at first, but then I started getting a ton of events. When i looked at the event the image was corrupted. The bottom section of the image was the same line repeated over and over again.
