too low fps, is correct?

I have an Brooktree Bt878 with 4 cheap sharp cams ntsc, but im think the fps is too slow...2.79 fps each...

I know the brooktree is not a top capture card, but even like this, its normal this low fps?

Yes, that is normal. You need a card with 4 BT chips on to get acceptable frame rate.
