Vivotek FD8382-VF2

Hi,
I have a Vivotek FD8382-VF2 outdoor camera working with ZoneMinder. The camera is connected and powered by ethernet.
I'm using zoneminder-1.32.3-1 on Fedora 28 x86_64. The settings are:
Source Type: Libvlc
Source: rtsp://192.168.1.3/live.sdp/trackID=1
Method: TCP
Capture Width: 1920
Capture Height: 1080
It used to work with older versions of zoneminder using RTP/RTSP directly, but now fails with "Sequence in probation 2, out of sequence".
