Which version of 1.30 is? There was one that had a memory leak and kept filling the /run/shm directory (shared memory). Could you post the output of the di command (or df -h, if you do not have di installed).

Check that your /dev/shm or /run/shm partition is not full.

Not sure which distro are you using, but usually, the PATH_ZMS is set to /zm/cgi-bin/nph-zms.

Hi,
A regular mini-ITX board could do the job, SBCs like Rpi3, Odroid XU4 are able too, but you will find their CPU quite overloaded.

IP Cameras, different resolutions. 2-> 640x480, 1-> 320x240, 1-> 1280x720.
Using Modect at that time, then I switched to Mocord, because I installed an external hard drive. I have to tell that the CPU was pretty high loaded, so I decided to move to an mini-ITX board.

http://www.hardkernel.com/main/main.php this guys make powerful small boards. I have a U3 board and I was testing it with Debian and 4 cameras, it worked pretty well.
