This is a different issue. zmNinja uses 20% as the minimum scale for each image - hence 20% * 5 = 100%, which is why you can't have more than 5 monitors across. I've got a zm configuration with 7 active monitors but only 5 show up when go into the montage view. I can't find any settings to control the number of view available. This is more a function of ZM APIs. Which version of ZM are you using and what is the exact debug log error from zmNinja? In that case, the answer is No.
Zoneminder does not have a windows port today and the work involved is non-trivial. You could experiment with things like coLinux, WineHQ etc to see how far they go, but they all involve running small or large fragments of linux on windows.
