I've seen permissions errors (with non default storage) cause videos to not record. Another note: you are using an RPI4 and trying to run 5 cameras. This is a lot for an RPI. You should not have any Max FPS settings, remove that. Chromium should work OK if it's up to date. Flash Raspbian Buster on the RPI and use 1.32.3 in the Raspbian repos. Basically, what you want is a 4G connected IP camera, with a remote ZM server somewhere recording that camera, right? It's possible. Look at post #2 again. Camera Resolution in VLC must be the same in ZM. You have 1920x1080 in VLC, and 640x480 in ZM.
The only other thing you 'might' try is libVLC, but first get the resolution right. FFMPEG will probably work.

Try lowering the FPS at the camera, the resolution, and / or use record instead of Mocord or Modect so that no analysis is done. First off, I recommend docker-compose. Second, there is an official ZM docker in the git (utils?), no need to build from scratch.
