Well the short answer to your question to why is because you were in there hacking around. The config variable you mentioned was not added or modified by 1.28.1 so you would have to dig deeper just to figure out why it was missing from your dB in the first place. Sounds like you got everything work...

Final update: Okay - I think I fixed everything. Alright - so I updated, modified Base.pm in 5.14.2 directory, then ran the update script followed by starting up ZM. Must be a stale file, then. The current tarball contents looks correct. Make sure you are starting from a clean state before you (re)build. Make-uninstall the previous attempt. When you expand the source files, open the file configure.ac. The second line, AC_INIT, should be at 1.28.1. If that is not the case, then you somehow...

I just downloaded the tarball form the website, literally minutes ago, and it is still not working right:

It's actually easy - you have to define an alert variable that the system will act upon.
