The procedure you cite was written for a server install. You seem to be running a desktop which should not be an issue. To do the install from a desktop open the terminal, become root, sudo su, and enter the commands cited. Copy and paste is recommended to avoid fumble fingers. Entering localhost/zm...

There is a ZM 1.29.0 version on the PPA for Ubuntu 12.04. Not too sure of the install instructions ( I have not gone back to 12.04 to do one). You need to push on with the next steps to manually create the database. The error you see is caused by some remaining code that tries to upgrade the database (will actually do this when you do an upgrade from a prior ZM version). Hmm... I ran the install procedure (from the WIKI) on a fresh Ubuntu 14.04 server install this afternoon and everything worked as it was supposed to work. Not that I'm aware of.
Your error tells me that ZM can't communicate with your camera for some reason. Wrong resolution is a likely culprit. did you try shutting down the 1.28 server?

What source type are you using? If VLC there may be a couple of libraries you need to add.

Thanks for the write up! Good to know the upgrade procedure works for others... I revisited some of my older install procedures and discovered that I had recommended that libvlc-dev libvlccore-dev as well as vlc be installed with Zoneminder. Will have to see if others come up with the same results. ...

While not an expert in this area I remember seeing comments that you need to have permissions set to match your Apache user (www-data in Debian) in the destination directory. Have also seen that symbolic links may not work...
