Hi sagil! For a video surveillance it is enough to have < 10 FPS. As you can see from ffplay log, Rockedge was right. Point for you - I looked for a resolution and price only.
After a year of experiments & use, now I know how tu buy next one.

Thanks Baylink! That's the reason, I would never think of. Looks like this vendor did not reduce night noise successfully. The other camera from different vendor is excellent regarding this issue. As all modern Intel CPUs contain hardware video acceleration and it is supported in ffmpeg, I wonder, how to enable that in ZM to offload CPU.
It's about h.264 and h.265 video streams processing, and https://trac.ffmpeg.org/wiki/Hardware/QuickSync

Created a new file in /etc/zm/conf.d and added above line without comment.
zoneminder works.
Excellent when options --> config PATHS will be moved here.
