I have traced and verified why Zone Minder can't write to /tmp/zm. It is because the apache2 service file, /lib/systemd/system/apache2.service contains the entry PrivateTmp=true under [Service]. One hour after I wrote the above, I started seeing dropped packets, no idea why. I went back to Ffmpeg and the problem went away. Eleven plus hours and nary a hiccup.
