A few notes about your setup. You can start off with 1.30.4 which is the old stable, but if you want 1.32+ you might want to consider the Ubuntu 19.04 wiki install here, which gives the benefit of MP4 encoding. Hopefully Wyze will be kind enough as to provide you with the camera stream paths, but after that, you may have to use wireshark, and do some digging. I've found that the best performance is with Nodect, and external motion detection. There is a downside, however, that you have to setup the external motion detection.

In this case, you'd have the 3MP stream, and then Nodect on it.

Does JPEG frame saving work? the library mp4v2 is being phased out, so this has broken H264 encoding on Debian 9, though there is a guide in the wiki for it on Ubuntu 19.04

FPS limiting from ZM side seems to be frowned upon for H264 streams. FPS limiting should never be done from ZM side (with one exception - local cameras)*. It doesn't matter if it's an H264 stream. It's possible to get 1.30.4 in ZM RPI if you use the official Debian (arm) apt repository. Raspbian only has 1.30.0 in their repos.
