Check your camera resolution with VLC. Get the cam to work on VLC it will work on ZM. Just remember even the Pi4 has limited memory and hi res cams can kill the tmpfs. Also recommend Ubuntu server on the Pi. Have seen an image is available for the Pi4. Search this forum section for Pi suggestions.

Check the resolution VLC reports. Some cameras use a resolution that is different than advertised. Also, a high res can can run your server out of space in /dev/shm

Switch the os on the Pi to Ubuntu 18.04. There are images for the Pi in armhf and arm64 that work very well. Then you can run a more recent Zoneminder from the zmrepro. You can pull your hair out forever trying to get Zoneminder to work well on raspbian.

If you are running in a VM, don't. If you are trying to use a copy of an old zm database and saved images, don't. Might be best to switch to Ubuntu Bionic. Try Ubuntu, 18.04, armhf or arm64. Then use the iconnor ppa. I have had two cams running on a pi 3b÷
I have had no success with Debian and Zm on a pi.

As we have said many times, get the stream to work in VLC and it will work in Zoneminder! Use Firefox not Chrome Use the resolution shown in VLC. You can also use half the VLC value. Make sure you have space in /dev/shm High res can eat up space. Turn down the frame rate at the cam. 5 fps is plenty ...

Two common errors:
PATH_ZMS is not set to /zm/cgi-bin/nph-zms
Camera resolution in Zoneminder does not match camera output. Use VLC (Tools, Media Information, Codec) to check camera Display Resolution. If your camera is a high resolution, halve the value you see in VLC until it works.

zmrepro has the hard float package for the development version. I have not gotten it to work on Buster on a Pi. I have had success with Ubuntu 18.04 and 19.04 on the pi 3b+.

Did my initial test on an amd64 system. Tried Pi 3B+ with Buster and failed. Will look into it next week.

The only issue I had writing that procedure was with Apache. I believe Apache had not started after I installed it and I had to manually do a start not a restart. There was an issue deleting events from the gui which was supposed to be fixed. On a reboot Apache and Zoneminder started and ran well.
