1.24.1 is the latest stable version release.

The centos install instructions for 1.23.x are still valid for 1.24.x You can follow those instructions to the letter with a 1.24.1 source download.

If you don't have any previous Zoneminder data, I would just delete the older zoneminder packages you've installed with the -purge option and try reinstalling.

Given you haven't gotten your 1.22 install working, I am assuming you don't have any existing data you need to save over to the upgrade to 1.24. I would say start at 15 and see what kind of results you get. If you still get too many false alarms due to lighting changes then raise it little by little (maybe increments of 7).
