1) Go to rpmfusion.org and enable their repository
2) yum install zoneminder
3) read the README to configure zoneminder

Sounds like you need to enable the universe and/or multiverse repositories. I don't recall if you need one or both.

The resolution I provided to ZoneMinder matches the resolution VLC shows for the feed. How can I tell if I am running out of memory? It is a single video feed running in Docker on a pretty beefy computer, so running out of memory seems unlikely, especially since I believe ZoneMinder works on lower ...

If the Alias only works sometimes, then that is an indication you've got something else not quite right on your system.

The build methods described in our documentation use the exact same build scripts as the pre-built packages. Why maintain two different sets of build scripts? :-) Consequently, I would expect you to be faced with the same problems should you choose to build zoneminder yourself vs. using the prebuilt...

The documentation the author is referring to shows one how to build ZoneMinder into a package (only). Those are not the instructions to install and run ZoneMinder.
