Each event will only be sent once (there's a flag in the database for "emailed"). But, as far as I can tell there's no reliable way to limit alerts/emails by time (for example, I can't record 50 events per hour but only send one SMS or email every 5 minutes) without using an external piece of code. ...

First (what I do)...if you only want email alerts when there is motion, then you won't get any alerts when the cameras are not set to modect, so use the run states to set the cameras from "monitor" to "modect". I agree, that is wrong. I have a filter that purges any event older than 21 days (keep disk usage down): Date/Time -> less than -> -21 days (no limit to results) It's funny that you like "N days ago" better. Since I'm a bit of a programmer, I like "-N days" because if I write "less than 10 days ago"...

USB is limited to 15 feet or so, IIRC, and having multiple machines introduces too many points of failure for my taste. The simpler the setup, the better. That's not to say that a well-placed dongle 15 feet from the machine isn't workable, but it's not a sure thing until I test it. :)

I'm not sure if this gets you exactly what you want but you could use a <Files> directive inside an .htaccess file to do basic auth on the page you've created. It would require a separate user/pass combination, but at least it wouldn't leave it open in the query string.
