What about on your desktop using the actual VLC application? If you are on the same network with your camera and you know the RTSP link the camera offers you should be able to enter that into VLC and view the stream. Have you tried doing that? Sounds like you've got something configured wrong in apache. I've run into this with Alias settings for paths to cgi-bin and other settings. Check your apache settings to see if adjusting anything there will get it working.

It sounds like you need camera 1 in Modect with analysis enabled. Then you can link camera 2 in Nodect mode.
