I figured out my problem.
I had only disabled SELinux, not turned it off completely.

It was working and the machine experienced a power outage. Could there be a lock file or something that was not removed properly?

I have two cameras that are transmitting over RTSP.
I can view the video feed with the source URL in VLC but I am receiving a permission denied error in ZoneMinder?
