My images aren't blank but when viewing a single camera from console or in montage mode my stream flickers. Montage view or events there's no flicker or stutter. I had the same thing check out "usr/share/doc/zoneminder/README" and try some of those steps.

Start with:

ln -s /etc/zm/www/zoneminder.conf /etc/httpd/conf.d/

Then restart Zoneminder and Apache

I know you figured it out but check out "/usr/share/doc/zoneminder/README" a symbolic link may be a better option to make sure things get updated properly in the future.

ln -s /etc/zm/www/zoneminder.conf /etc/httpd/conf.d/

I'm using Fedora 27 as well plus the README has other tips
