Are you looking at the logs in the database, using the Log button on the console? Does sound like some sort of DB update permissions issue, which would be reported from web components not zmc or zmdc. Check logging options but I think database is default to Info and so should have data in the web b...

Long shot but maybe post some screenshots of the config you trying to add.
