Okay, after a reboot to test some other fixes, everything is working now. I'm not sure what was wrong, but I can no longer reproduce the issue.

I was mostly confused due to the previous install of Zoneminder I tried (it was 1.25.something--installed from a Fedora RPM IIRC) was not compiled with ffmpeg support, and said that RTSP support required ffmpeg, leading me to believe that it was just a front end or wrapper...
