Looks like you left SELinux running. Disable it. Try again.

Verify you can see the RTSP stream using VLC Player, preferably on the server if it is not headless.

On centos7, version 1.33.14, found an issue with the ScriptAlias, the zoneminder.conf file has ScriptAlias /cgi-bin-zm "/usr/libexec/zoneminder/cgi-bin" however the browser actually attemps to use path /cgi-bin/zm had to change this to ScriptAlias /cgi-bin/zm "/usr/libexec/zoneminder/cgi-bin" howev...

UPDATE: This took a coordinated effort with multiple fedora packagers, including myself, to get the entire Zoneminder dependency tree into EPEL8, so that Zoneminder can be built. Zoneminder will now build on EL8. To do so locally, start with the EL7 source rpm hosted on rpmfusion, then mock build it...

If you move your NFS mount into a system mount file and create a systemd service file to manage your zoneminder container, you can then automatically prevent zoneminder from starting, in the event your remote storage fails to mount.

You can export the event as an mp4 then play it back with ffserver. Zoneminder would see it as a continuously looping rtsp camera. This is how the "cameras" at demo.zoneminder.com are set up. See this for details:

Maybe things have changed with multimedia-deb repo, but the zoneminder package from this repo was known to be broken.
Multimedia-deb is not an official Debian repo so I'm not sure how to report bugs against their packages.

My install came from the stock Raspian Buster repository. Forgive my ignorance, but if I'm placing the stuff from that conf in my conf-enabled/zoneminder.conf I have to replace all of the @variable@ with the actual path, yes? That's good to hear ZoneMinder has made it back into the Debian repositor...

I have Zoneminder running on my Pi 4 with 4gb ram. Storage is on a NAS vs the SD or USB but that shouldn't be a problem.
