Time/date filter syntax

I'm obviously daft, because I can't find an outline on filter syntax, and the search function is giving me fits.

I'm trying to create a couple filters that will send alert emails/messages, but exclude 'business hours'.

So far, I've got:

primary filter

filter.jpg (111.44 KiB) Viewed 1086 times

and

second filter

filter2.jpg (85.65 KiB) Viewed 1086 times

I get no alerts. Harrumph. Any ideas?
