how to achieve high quality streaming?

When we were in Key West Florida this summer I noticed a web cam on the street. Back at home I connected to it and was astounded with the quality of the streaming. (The link is below) There is even good sound. Even when local my cams are a bit lagging and I have to keep the frame rate low (around 5). Can zm work with such a cam (I think it's a axis) and will the quality be as smooth as this or will zm not be able to deal with it?

(This isn't spam. If you look, I've been an active member here. I am currently running 1.24.2 with a 16 channel bluecherry.)

Can it, Yes. Is it efficient well no. Simple enable mpeg streaming and turn up bit rate in High Bandwidth tab. As well has a FPS of 10-25 on the camera itself.
