I am using v3.36.33 zoneminder under debian 10 in vps environment.
Everything is running fine.
132 Monitors configured, many of them not configured yet and are disabled
But Console is showing capturing data (frame rate and bandwidth usage) for Not Running Monitors.
Is it a console bug?

I just experimented.
I leave my yet to be configured cameras is Monitor mode. In this state ZM is reading data from them, you can see the feed.
I set one to None. In this state the FPS and bandwidth remained, but the bandwidth did not change making me think the fields are not cleared, it is simply the last value. There is no viable feed from the camera.
Are those the Functions you are using?

ZM is grabbing the images from many DVR's in different locations via RTSP protocol.
Many of DVR's have empty slots without cameras, and send a black image to ZM as a camera image.
I'm trying to skip those black images to avoid ZM overload.
I'm querying ZM's API, but the status returned do not match those in ZM's Console.
Any idea?

YOu'll have to give more details about what you are seeing.
I wonder if the Monitor->Misc->Signal Check Points and colour settings might be of use. Check for black.
