FYI the above upgrades ok but look at the pic. At this point you may think it is finished but it is not, you need to wait about 2 minutes to complete.
I could not grab the rest of the installation lines

Did you do anything to bring it out of this 'stall'?

I tried the exact same version as an update this morning and did not experience it getting stuck.

Yes ! I also didn't see any problem in installing Zoneminder master 1.35.16~20210112184157-focal

I just waited and let it finish

I just going to guess that it did not echo the line "installing triggers" which takes time, at least on my system
then finished echoing a few more lines, then completed
