Having trouble installing on Ubuntu 20.04

I have had Zm running successfully for many years on Ubuntu Linux 16.04.3 but I am trying to update the installation on to Ubuntu Linux 20.04 and am running into a few snags. I have faithfully followed the, How to Install ZoneMinder-Master ,v 1.35.4 on UBUNTU 20.04 LTS ( Focal Fossa) wiki and the, Ubuntu Server or Desktop Zoneminder 1.34.x tutorials with the same unsuccessful results. The error I am getting is the mootools.js error: "MooTools not found! Please check that it was installed correctly in ZoneMinder web root." Why am I getting this error and how can I get this working on 20.04?

Thanks, but I'd rather not use docker. I prefer a manual install. Hoping for a response from a dev.

This has always worked for me on all versions.
I mostly run the script by hand (control freak)

I've put up 4 systems on UB20.04 Server.

PS. I'd stay away from Master and just use the 1.34 repository. Master is under construction and it WILL break.
