Try mjpeg instead of mp4 codec.

In Events MP4 stream works beatiful. In Live there is no way.

Joking ? I don't have time to joke.
Streaming via Mp4 does not work in live view mode. Does not work on chrome, firefox or even EDGE.
The funny thing is that it works on the event screen.
