I am sure your procedure is missing some steps which are needed for someone not Linux savvy.

You have missed the following line ( For php 7.3 )
cp /usr/share/php7.3-mysql/mysql/*.ini /etc/php/7.3/mods-available/

Step -Installation of libmp4v2-2 is not necessary ( Already included in Zoneminder 1.33)

Step -Installation of libmp4v2-2 is not necessary

It is not necessary to copy the php files.
It is necessary to install libmp4v2-2 for video writing and it is a dependency of Zoneminder.

I have prepared a Zoneminder docker image with mysql 8 and pushed to the Docker Hub. Please try it and make any suggestions.
This image can be used successfully in Ubuntu 19.10.

Today (23-01-2020), Mr. Isaac Connor has published the first successful Zoneminder-master-eoan package for Ubuntu 19.10. in his website.
