No cam view with enabled OPT_USE_AUTH

I'm using Ubuntu server 19.04
with fresh install ZM 1.32.3

using the

selected
docker
powershell

set the time on the Ubuntu side using dpkg-reconfigure tzdata
set the zoneminder side using nano /etc/php/7.2/apache2/php.ini
date.timezone = Australia/Sydney

when I enable OPT_USE_AUTH I cannot see the Camera's but it keeps recording and I can view the events, time is correct

Go back to 18.04 not in docker.
