Image Enhancement

Our neighboorhood mailbox cluster was broken into last week and I got some footage with ZM (Thanks all!). I have tried with Registax and Photoshop CS5 to pull out the plate number. I have about 100 images of the perp that look like the attached. Any suggestions for a recipe to stack these and get the number?
